Scholarship Program Accountability; amends provision re credits for contributions to nonprofit scholarship-funding organizations; removes cap on contributions to single eligible nonprofit scholarship-funding organization; authorizes scholarships for transportation expenses to lab schools; requires fingerprinting & criminal background checks; restricts eligibility to receive John M. McKay Scholarship, etc. Amends 220.187, 1002.39.
