Elder Abuse & Neglect; reclassifies offense of aggravated abuse of elderly person or disabled adult from second degree felony to first degree felony; amends provision re ID & investigation of elder abuse training for certified law enforcement officers; provides for establishment of memory disorder clinic at Morton Plant Hospital in Pinellas Co.; provides for Fla. Mental Health Institute in Pinellas Co., etc. Amends 825.102, 921.0022, 430.502.
