HIV Infection Testing/Newborns; requires certain newborn infants to be tested for HIV infection at time of delivery in accordance with applicable rules; requires that such rules provide methods of testing, requirements for reporting of test results, requirement that test results be confidential, & right of refusal; requires notification of positive test results to include certain information on available services & on prevention of HIV transmission. Amends 384.31.
