Substance Abuse Treatment Programs; requires DOC to assess needs of all inmates for substance abuse services; requires DOC to provide inmates with individualized services; requires person under supervision of DOC to participate in & complete substance abuse treatment & rehabilitation program in order to be eligible for employment by any agency of state or apply for license, permit, or certificate required by any agency of state, etc. Amends 397.754, 775.16, 944.473.
