Water Supply, Planning, & Production; creates provisions re water supply policy, planning, & production; provides for powers & duties of WMD governing boards; requires DEP to develop Florida water supply plan; provides legislative findings & intent re water resource development & water supply development & to alternative water supplies; requires WMDs to fund & implement said development; repeals provision re assistance to West Coast Regional Water Supply Authority, etc. Amends FS.
