Highway Safety; directs DHSMV to issue driver's license restricted for business purposes only under certain circumstances re failure to pay child support; provides for interlocal agreements between muicipalities & counties transferring traffic regulatory authority; creates Manufactured Housing Regulatory Study Commission; authorizes temporary overnight parking during motorsports event at motorsports entertainment complex, etc. Amends FS.
