Eminent Domain; restricts certain transfers of property taken by eminent domain to certain natural persons or private entities; preserves govt. entity communications services eminent domain limitation; clarifies that use for eminent domain means public use or public purpose; provides that prevention or elimination of slum area or blighted area does not satisfy requirement under State Constitution that taking be for public purpose, etc. Amends FS.
