[OPCC]; provides for changing designation of supervisors to commissioners; deletes reference to landowner meetings; amends amount for which advertisement for bids is required for procurement by district of contractual services & purchase of goods, supplies, & materials to comply with general law; clarifies terms of office for commissioners; clarifies commission zones that will be up for election for 2008, 2010, & subsequent years, etc.
