Postsecondary Student Fees/Technology Fee [SPCC]; authorizes state universities to charge technology fee under certain circumstances; provides for alteration of established fee by university boards of trustees after approval of said fee committee, university president, & president of student government of university; specifies limits concerning fee changes; provides requirements for expenditure of funds received from fee, etc.
