Specialty License Plates; establishes annual use fees for Fla. NASCAR, Corrections Foundation, Protect Fla. Springs, Trees Are Cool, Support Our Troops, & Veterans Service Organization license plates; deletes provisions establishing Girl Scout license plate; directs HSMV to develop & issue Gold Star license plate honoring family members of servicemembers who have been killed in action while serving in Armed Forces of U.S., etc. Amends Ch. 320.
