Tax Credits/Worthless Credit Cards [EPCC]; authorizes dealers to take certain credits or obtain refund of taxes paid for worthless private label credit card accounts; specifies conditions; provides for remittances of taxes collected on such accounts; requires dealers & lenders to file joint election to receive credit or refund; provides recordkeeping requirements; authorizes DOR to adopt rules; specifies nonapplication to certain claims for credits or refunds, etc. Amends 212.17.
