Student Financial Assistance [SPCC]; Requires state universities and community colleges to report information relating to state funds used to provide financial assistance to students holding F-1 or M-1 visas and need-based students classified as residents for tuition purposes, beginning December 31, 2008, in order to expand access to postsecondary education and reduce student indebtedness, etc.
