Public Library Grants/State Aid [RPCC]; Revises eligibility criteria for multicounty library grants. Revises the determination for and the amount of base grants. Revises eligibility criteria, calculation, and determination for equalization grants. Limits equalization grants and amounts under specified conditions. Removes a requirement for the issuance of warrants to political subdivisions eligible for certain funding, etc.
