Tobacco Settlement Agreements [WPSC]; Includes a parent of a signatory to a tobacco settlement agreement within provisions limiting security required in certain appeals. Prescribes the security necessary to stay execution of judgments pending appeal in actions by certain former class action members against signatories to a tobacco settlement agreement and related entities, etc.
