School Entry Requirements/Swimming Life Skills [SPSC]; Requires that children who enter public or private schools in the state present evidence of having completed a class in swimming life skills conducted by a certified instructor. Provides for certain exemptions from the requirement. Amends specified provisions relating to student and parent rights and requirements for private schools, etc.
