Violation of Traffic Laws/Penalties [CPSC]; Provides for a person charged with a noncriminal traffic infraction to make periodic payments when paying civil penalties and fees. Provides for suspension of a driver's license for failure to enter into or comply with the terms of a penalty payment plan. Provides for the removal of the designation as a habitual traffic offender upon proof of compliance with certain statutory provisions, etc.
