Cigarette Surcharge Revenue Uses [WPSC]; Reduces the amount of cigarette surcharge revenues deposited into the Health Care Trust Fund. Appropriates a portion of such revenues to the DCFS for certain purposes. Prohibits the use of such portion to supplant certain general revenue funds allocated to the department.
