Electronic Wireless Communications Device/Driving [CPSC]; Cites this act as the "You Talk, You Walk Act." Prohibits a person younger than 18 years of age from operating a motor vehicle while using a wireless communications device or telephone. Provides exceptions. Provides for enforcement as a secondary action. Provides penalties. Provides for the suspension of a person's driver's license for a violation of a specified provision.
