Review/DCFS/Florida Government Accountability Act [SPSC]; Reenacts and amends a specified provision relating to the establishment of the Department of Children and Family Services. Revises licensure requirements for family day care homes. Revises provisions relating to lead agencies. Requires that a guardian ad litem be appointed by the court to represent a child in the custody of the DCFS who is prescribed a psychotropic medication, etc.
