Juvenile Justice Education and Workforce Programs; Requires DJJ to provide cost & effectiveness information on programs & program activities & to implement accountability system; requires DJJ, in consultation with DOE, to submit report to Governor & Legislature regarding program costs & effectiveness; requires report to include uniform cost data for programs, data on student learning gains, & recommendations for modification & elimination of programs & program activities; requires school districts or contracted private providers to provide certain instruction; provides qualifications for instructional personnel; requires State Board of Education to adopt rules relating to quality assurance standards & review; requires DOE to monitor & report on educational performance of youth in juvenile justice programs.
