Driver Licenses and Driving Privileges; Creating the "Driver's Accountability Act"; providing a criminal and civil penalty payment alternative when a court finds the violator has demonstrable financial hardship; amending provisions relating to driving while a license is suspended, revoked, canceled, or disqualified; revising provisions for the Department of Highway Safety and Motor Vehicles to suspend the license of a person who has failed to pay a financial obligation for a criminal offense, etc.
