GENERAL BILL by Civil Justice Subcommittee ; Workman

Athletics; Requires specified organizations using specified facilities to comply with policies regarding bullying & harassment; requires FHSAA to adopt specified guidelines regarding promotion of respectful conduct in interscholastic athletics; requires that specified participants in athletics sign pledge; requires that certain athletics coaching staff be trained in policies promoting mutual respect in athletics; requires sanctions for bullying or harassment that occurs in games or competitions; prohibits bullying or harassment in intercollegiate athletics; provides that there is no private right of action; provides for referring of incidents to proper authorities; provides that it is an unlawful employment practice for professional sports franchise to fail to take reasonable measures to prevent abusive conduct; provides that there is no private right of action; provides for enforcement by AG in civil action; provides affirmative defense; provides that act may not be construed or implemented to infringe upon right of free speech.
