Human Trafficking; Requiring the department to develop or adopt initial screening and assessment instruments; specifying the process for the department to develop or adopt initial screening and assessment instruments; authorizing the Department of Children and Families to certify safe houses and safe foster homes; providing for placement for evaluation in a secure safe house if certain criteria is met, etc.
