Local Government Finance; Authorizes municipality to levy special assessment to fund law enforcement services under certain circumstances; provides methodology to apportion special assessment & reduce ad valorem millage; requires property appraiser to list special assessment on TRIM notices; provides for termination of municipality's special assessment; requires certain municipalities to issue procurement requests for delinquent revenues; provides that municipalities issuing procurement requests are not required to enter into contract; excludes certain delinquent revenues from threshold calculations; requires bid copies to be filed with DFS; requires that discussion of capital recovery efforts be included in management letter accompanying municipality's annual financial audit report.
