Controlled Substances; Requiring a mandatory minimum term of imprisonment for specified violations related to controlled substances which are committed in a dwelling; creating a criminal penalty for possession with intent to distribute a controlled substance under certain circumstances; creating the criminal penalties of “trafficking in fentanyl” and “trafficking in synthetic drugs”, etc.
