Local Financial Emergencies; Expands entities that have oversight over local governmental entities, charter schools, charter technical career centers, & district school boards under specified conditions; specifies number of members to be on financial emergency board; provides qualifications of members & chair of board; revises information to which board has access; authorizes board to hire or retain legal counsel; requires adoption of rules to conduct board business; requires recommendations & reports to be submitted to specified entities; specifies that certain members who fail to vote affirmatively to take certain actions after reports are submitted, are subject to suspension from office for malfeasance and misfeasance.
