Higher Education; Revises & provides ways to recognize academic achievement; requires Board of Governors to report on intellectual freedom & viewpoint diversity at state universities; establishes Resourcing Industry for Stronger Economy (RISE) to 55 Initiative; provides duties of Higher Education Coordinating Council & requires recommendations to Legislature by specified date; authorizes public institutions of higher education to create & enforce restrictions on expressive activities on campus; provides cause of action for violations; revises Bright Futures Scholarship eligibility requirements for students in student enrollment pilot program; provides student government association disclosure & recordkeeping requirements for allocation of activity & service fees.
