Administrative Procedures; Applying certain provisions regarding the incorporation by reference of material to repromulgated rules; requiring an agency to provide notice of a regulatory alternative to the Administrative Procedures Committee by a certain date; requiring an agency to provide a copy of any proposal for a lower cost regulatory alternative to the committee by a certain date; requiring agency review of rules and repromulgation of rules that do not require substantive changes within a specified time period, etc.
