Financial Assistance for Municipal Solid Waste-to-Energy Facilities; Requires DACS to provide annual financial assistance & incentive grants to certain municipal solid waste-to-energy facilities, establish verification process for certain energy purchases, & adopt rules; directs PSC & DEP to provide certain assistance to DACS; prohibits use of funds for specified purposes; provides appropriations & authorizes positions. APPROPRIATION: $100,159,816
