Identification Cards; Requires DHSMV to issue or renew ID cards at no charge to persons presenting valid voter's registration card & attesting to financial hardship; prohibits DHSMV from requiring such persons to present evidence of such hardship; requires DHSMV to issue ID cards at no charge to certain other persons.
