Energy Security and Disaster Resilience Pilot Program; Creates pilot program within DACS to provide for issuance of grants to offset costs relating to onsite solar energy storage systems for certain facilities; directs DACS to conduct or contract to conduct specified study, publish study on its website, & provide copies of study to Governor & Legislature by specified date; authorizes DACS to adopt rules; provides appropriation. APPROPRIATION: $10,000,000
