Local Government Comprehensive Plans; Providing that the prevailing party in a challenge to a plan or plan amendment is entitled to recover attorney fees and costs; providing that the prevailing party in a challenge to the compliance of a small scale development order is entitled to recover attorney fees and costs, etc.
