Emergency Communications; Renames E911 Board as Emergency Communications Board; revises composition of board; requires board to administer fees; authorizes board to establish schedules for implementing certain wireless NG911 systems; provides for board's authority to implement changes to allocation percentages & adjust fees; revises provisions relating to public safety emergency communications systems fee; revises factors board considers when setting percentages or adjustments to fee; revises types of emergency communications equipment & services that are eligible for moneys derived from fee; renames Communications Number E911 System Fund as Emergency Communications Trust Fund; revises percent distribution of fund used for payment of authorized expenditures; removes percent distribution to wireless providers.
