Municipal Utilities; Authorizing a municipality to fund or finance general government functions with a portion of revenues from utility operations; establishing limits on utility revenue transfers for municipal utilities; modifying provisions relating to permissible rates, fees, and charges imposed by municipal water and sewer utilities on consumers located outside the municipal boundaries, etc.
