Services Provided by the Department of Highway Safety and Motor Vehicles or Its Agents; Establishes presumption of ownership & right of possession to certain motor vehicle or mobile home; prohibits DHSMV or tax collector from charging fee for reissuance of certificates of title; authorizes permanent registration of rental trucks; authorizes DHSMV to deem reduced-dimension license plate to be necessary to accommodate trailers; authorizes disabled veterans to be issued military license plate or specialty license plate in lieu of "DV" license plate; authorizes DHSMV to design, issue, & regulate use of temporary tags; provides period of validity of temporary tags; removes provisions requiring written, notarized request for purchase of temporary tag.
