Business Transactions; Requiring the Department of Law Enforcement to supply the statewide reporting system to law enforcement agencies by a specified date; requiring a seller to provide certain government-issued identification before a precious metals dealer may remit payment to the seller; requiring the department to contract with a private provider to supply a statewide reporting system for a specified purpose; requiring pawn transactions to be transmitted electronically using the statewide reporting system, etc.
