Protection of Specified Adults; Authorizes financial institutions to delay disbursement or transaction from account of individual; requires financial institution to maintain written or electronic record of certain information for specified amount of time; specifies that delay on disbursement or transaction expires within specified timeframe; authorizes financial institution to extend delay; authorizes court of competent jurisdiction to shorten or extend delay; requires financial institutions to take certain actions before placing delay on disbursement or transaction.
