Utility Service Restrictions ; Prohibits rural electric cooperatives, boards, agencies, commissions, & any authority of any county, municipal corporation, or political subdivision from restricting or prohibiting fuel sources & appliances used to provide energy to consumers; revises retroactive applicability; prohibits Florida Building Commission & State Fire Marshal from restricting or prohibiting installation of certain materials.
