Establishment and Administration of a State Cryptocurrency Reserve; Establishes Florida Strategic Cryptocurrency Reserve as special fund outside State Treasury; provides sources of reserve; provides for administration & management of reserve; authorizes CFO to pay certain costs using cryptocurrency in reserve or net proceed from sale of cryptocurrency in reserve; provides for investment of money in reserve; authorizes transfer of reserve money to State Treasury under certain circumstances; provides requirements for cryptocurrency to be purchased for reserve; authorizes contracts with third parties for administration & management of reserve; authorizes CFO to use derivatives under certain circumstances; authorizes contracts with certified public accountants for independent audits; authorizes temporary transfers of money from reserve for specified purposes; establishes Florida Strategic Cryptocurrency Reserve Advisory Committee within Department of Financial Affairs.
