Bleeding Control Kits in K-12 Schools; Requires responses to severe bleeding incidents on school grounds to be included in each public school's plan for urgent life-saving emergencies; requires public schools to have bleeding control kits on school grounds by specified date; requires DOE to establish guidelines for determining required number of kits for each school; requires certain staff to receive training related to such kits; requires kits & use of such kits to be included in certain drills; & requires kits to be restocked.
