Executive Depts./Water Mgmt. Depts.; constitutional amendment which increases limitation on number of executive departments & establishes Northwest Florida Water Management Department, Suwannee River Water Management Department, St. Johns River Water Management Department, Southwest Florida Water Management Department & South Florida Water Management Department; authorizes state ad valorem taxes for water management purposes. Amends s. 6, Art. IV, s. 1, Art. VII.
