DEP/Phosphogypsum Management; requires DEP to adopt rules to ensure that phosphogypsum stack systems are operated to meet critical safety standards by 07/01/1999; authorizes DEP to enter into settlements in which moneys are to be deposited into local pollution-recovery fund & used for specified purposes. Amends 403.1651.
