Delinquent Personal Property Taxes; authorizes county tax collectors to implement installment payment program for delinquent personal property taxes; provides conditions for participation in program by taxpayers; provides application requirements; authorizes tax collector to prescribe installment payment plan; revises requirements for calculating rate of interest on void tax certificates, etc. Creates 197.4155; amends 197.172,.432,.472, 213.68.

Effective Date: 60 days after becoming law
