Transitional Living Facilities; provides for regulation of transitional living facilities for brain-injured & spinal-cord-injured persons; provides for right of entry & inspection & for injunctive proceedings; provides for moratorium on admissions; provides duties of transitional living facilities to provide certain therapies & plans; provides additional duties of advisory council on brain & spinal cord injuries. Amends 400.805, 413.49,.605.
