State Lands Management Trust Fund; creates said trust fund; provides its purpose; takes effect on effective date of certain SB, but shall not take effect unless it is enacted by 3/5ths vote of membership of each house of Legislature & unless said SB, 1998 regular Session, becomes law. Creates 253.026.
