Mental Health/Children & Adolescents; establishes guiding principles for child & adolescent mental health treatment & support system; defines target populations for child & adolescent mental health services; provides for fees to be based on sliding scale according to family's income; provides requirements for assessment services; specifies requirements for case management services; establishes Child & Adolescent Interagency System of Care Demonstration Models, etc. Amends Ch. 394.
