Firefighters & Police Pension TF; revises powers of board of trustees for municipal firefighters' pension trust fund & municipal police officers' retirement trust fund; provides guidelines for investment of funds; requires additional recordkeeping by boards; provides qualifications for professionally qualified independent consultants. Amends 175.071, 185.06.
