Disabled Persons/Motor Vehicle Use; amends standards for accessible parking spaces & parking access aisles; provides that special motor vehicle license plate or parking permit issued by another state, dist., or country is invalid re person who must have Fla. vehicle registration; increases amount of fine for illegally parking in parking space for disabled persons; amends provisions re license plates for wheelchair users, etc. Amends Chs. 316, 318, 320.
