Environmental Protection; requires ongoing annual submissions, to DEP & water management districts, by DOT of its adopted work program & inventory of impacted habitats; provides activities associated with development of mitigation plans; requires WMDs to consult with entities operating mitigation banks when developing mitigation plans; provides legislative findings & intent re mitigation plan for Dade Co. Lake Belt Area to offset impact of mining acitivities, etc. Amends FS.
