Homeowners' Associations; specifies location of board meetings; prohibits commingling of association funds; requires written notice of delinquent accounts; provides time for members other than developer to elect majority of members of board of directors; requires developer to deliver specific documents to newly elected board; requires developers, owners, & real estate agents & brokers to make certain disclosures, etc. Amends Chs. 617, 689.
